It depends on the form of capsules and the progress of their magnetic and electrical properties.

Under the assumption that the capsule is spherical and negative charges in the capsule is located inside the secure e-field, is associated with the positive charge.

If the charges can move in the capsule, the resulting positive charge on the one hand, the more negative charge it will be close, and accelerate to a side attraction. They could be placed at the center, but the balance would be unstable.

It depends on the load. I'm no genius, but I think that if the amount of the fee the same as the magnet is contained within the floating or bouncing off the walls like a madman ... forever ... until the load is changing.

Under the assumption that all costs are equal in every field, the electromagnet hovers around half of the capsule, the repulsive forces acting against them in all directions.
